European Commission's Communication “Developing the European Dimension in Sport”, Jan. 2011

The European Commission adopted a Communication entitled “Developing the European Dimension in Sport” on 18th January 2011 that strengthens the European dimension of sport and flows from the European Union new role under the Lisbon Treaty to support and coordinate sport policy measures taken by Member States.

The Commission's Communication follows a consultation with Member States and sport stakeholders and takes account of the experience gained in implementing the 2007 White Paper on Sport.

The Communication covers 3 main areas: the societal role of sport, its economic dimension, and the organisation of sport - including European social dialogue.

In its Communication, the European Commission confirms its support to “social partners and sport organisations to create an EU-level social dialogue for the sport and active leisure sector and to discuss new relevant items such as contractual stability, education and training, health and safety, employment and working conditions of minors, the role of agents or the fight against doping”.

On European social dialogue, it explains that the European Sectoral Social Dialogue Committee (ESSDC) for professional football was launched in 2008.
Such committees are the basis of European sectoral social dialogue and the arena for consultation on European policies.
They are also tools for autonomous social dialogue among the European social partners who can therefore negotiate on issues of common interest and contribute directly to the European policy-making process.

EASE and UNI Europa Sport, the European trade union federation in sport, jointly requested the establishment of a ESSDC for the sport and active leisure sector as a whole – including the sub-sectors not-for-profit sport, professional sport and active leisure.

In its Communication, the European Commission announces the launching in 2012 of a test phase of 2 years of the ESSDC for sports and active leisure.

If this test phase is conclusive, the ESSDC may be officially inaugurated in 2014!
